This rule does not apply to a quarterback in the pocket or a runner in the tackle box. Previously, there was no regulation about the "horse-collar" tackle. This rule does not apply to the quarterback in the pocket. Penalty: loss of 15 yards. Reason for the change: Will prevent injury that can result from this tackling technique. What the announcers said is that it is NOT a flag when horse collar is done on a quarterback (like he did on Brunell, then just threw him to the ground.) but it is a penalty when done on anyone else. I guess you forgot the tackle that he put on Brunell, and Betts that caused him to fumble. Roy Williams is very good at what he does best, and covering WR's is not one of them. From that fumble after Taylor's hit (oh boy, would I be mad if we lost the game on that drive) to multiple holding and block in the back penalties (i believe I saw at least one block in the back on that return Novak saved). Madden was correct on what he said. So I guess he does know something about todays NFL. I posted on the last page, from the NFL rulebook that the horse tackle rule does not apply to the QB while in the pocket. I guess he knows a little bit more about todays NFL then you do.
