SO tech. possible scenarios now:

- Trump goes to a House chamber with no lights, sound or cameras on. (Imagining would not be there long?)
- Trump speaks in Sen Chamber + (I guess?) Dems must chose if attending.
- Trump goes to Old Senate Chamber
- Trump speaks on the steps
