JUST IN: A judge finds that NYPD Officer Daniel Pantaleo used an illegal chokehold on Eric Garner and recommends that he be fired.

The city’s police commissioner will make the final decision on Pantaleo, who has been working a desk job since Garner’s death 5 years ago.
