Can confirm Washington signed LB Donald Payne, per sources. Payne played 30 games for Jags since 2017. Started 5 last year and had games with 13, 15, 13 and 16 tackles. Interesting addition with Foster to PUP. Seemed like enough LBs in the mix regardless.
